NY plans implementation of green financing program

Following the June passage of On-Bill Financing legislation — part of the Power NY Act of 2011 — the state’s Public Service Commission (PSC), which regulates utility companies, has issued a notice requiring utilities to make filings that conform to the new requirements.

As we’ve said before, establishment of an On-Bill program was a true victory for New Yorkers. But several key components of the program, such as the precise mechanisms for billing, must still be worked out.  To ensure that the program lives up to its promise, the PSC should ensure that communities, small businesses and advocates remain actively engaged in planning.
